The white substance, consisting of an aggregation of bubbles,
which is formed on the surface of liquids, or in the mouth of an

To form foam, or become filled with foam; -- said of a steam
boiler when the water is unduly agitated and frothy, as because of
chemical action.
The idea was that you could grow a system like the Internet one network at a time and then interconnect them. In some sense, the most important thing was the invention of the architecture protocols that enabled the Internet.
