"Undercurrent" is a word in ENGLISH
A current below the surface of water, sometimes
flowing in a contrary direction to that on the surface.
Running beneath the surface; hidden.
Hence, figuratively, a tendency of feeling, opinion,
or the like, in a direction contrary to what is publicly shown; an
unseen influence or tendency; as, a strong undercurrent of sentiment in
favor of a prisoner.
The idea was that you could grow a system like the Internet one network at a time and then interconnect them. In some sense, the most important thing was the invention of the architecture protocols that enabled the Internet.
