"Reliance" is a word in ENGLISH
The act of relying, or the condition or quality of being
reliant; dependence; confidence; trust; repose of mind upon what is
deemed sufficient support or authority.
Anything on which to rely; dependence; ground of trust;
as, the boat was a poor reliance.
The idea was that you could grow a system like the Internet one network at a time and then interconnect them. In some sense, the most important thing was the invention of the architecture protocols that enabled the Internet.
