"Persistent" is a word in ENGLISH
Inclined to persist; having staying qualities;
tenacious of position or purpose.
Remaining beyond the period when parts of the same kind
sometimes fall off or are absorbed; permanent; as, persistent teeth or
gills; a persistent calyx; -- opposed to deciduous, and caducous.
The idea was that you could grow a system like the Internet one network at a time and then interconnect them. In some sense, the most important thing was the invention of the architecture protocols that enabled the Internet.
