"Laissez Faire" is a word in ENGLISH
Noninterference; -- an axiom of some political
economists, deprecating interference of government by attempts to
foster or regulate commerce, manufactures, etc., by bounty or by
restriction; as, the doctrine of laissez faire; the laissez faire
system government.
The idea was that you could grow a system like the Internet one network at a time and then interconnect them. In some sense, the most important thing was the invention of the architecture protocols that enabled the Internet.
